I cannot imagine what kind of concrete mechanisms will ensure this doesn't happen again. Perhaps guarantees by the rest of NATO to attack the US or Israel if they do?
In upcoming releases, Ubuntu will be adopting ntpd-rs as the default time synchronization client and server, eventually replacing chrony, linuxptp and with any luck, gpsd for time syncing use-cases.
Can they not rewrite all the other daemons in Rust as well? I would rather keep using Chrony on all the Linux distributions that I use.

I get why you are saying that but historically those that enlisted ended up with better roles and less likely to serve in the infantry unless of course one wish to do that. This of course assumes the draft is actually utilized.
If they could get people to install a mobile UI app that fetches instructions on what to up/down-vote, what to flag/vouch then they could and unlikely anyone would notice.
It is unlikely that enough people would check their up/down vote history, vouch and flag history and even then some would assume they fat-fingered such things.
Such a UI could also save and upload username and password to another site. Some people use the same creds on multiple sites.
Adding they can hang out in bunkers that are 500 meters under the mountains for decades. US leadership come and go every few years and they know it. They need only wait them out. There are no bunker busters or nukes in existence that I am aware of that can do anything to the missile cities. I would love to be proven wrong by their actions ideally without sacrificing 15k ground troops which I believe is the current count on the ground not counting the 50k naval forces.
If they are being bricked nobody outside of the military or corporations using them will know. Once satellites are being de-orbited you will know. They make a nifty light show on the way down that varies based on mass and type of materials used. I think one is supposed to make a wish any time that happens.
