Unsurprisingly Google actually does also have IPv4 addresses. What they're measuring isn't "How did you reach our servers?" but instead "Could you have reached our IPv6 servers?"
All vaccination is now heavily politicized in the US. HPV vaccination was an obvious focal point initially because of why we'd do it when we do.
The initial data says you should vaccinate somewhere around 12-14 year old girls because most of them will be HPV naive but if you wait longer they won't be any more. But too many US parents cannot imagine their little girl ever having sex and if they never have sex they almost certainly won't contract HPV so, why are we vaccinating them? Are you trying to make my daughter a slut?
If you've been a teenage American this should strike you as very silly, and doubly so if you understand biology. Teenage girls are not, in fact, celibate by default, so some of them will get horny. And if you understand biology the viral infections aren't caused by the same mechanism as pregnancy "sexual activity" is a shorthand, you can easily get infected while steering clear of anything that would get somebody knocked up. A peck on grandma's cheek is unlikely to work, but if you're sucking face for most of a Stranger Things episode that's definitely enough that you might contract HPV.
Think of it as shared responsibility. The tobacco and the virus are both reasons why you got cancer and died, prizes for all.
So maybe 70% of throat cancer victims have HPV, and like 70% smoked - and if those were independent facts you'd expect that about 49% both smoked and had HPV, but it's actually more than half 'cos it turns out that if you have HPV then smoking is even worse. So that's nice.
It's never a guarantee in practice, the CDC says "More than 98% of recipients develop an antibody response to HPV types included in the respective vaccines 1 month after completing a full vaccination series"
We should distinguish "First language" classes (for Computer Scientists who will likely learn many other languages and are expected to graduate knowing enough to just pick up another language with self study in reasonable time) from "Only language" classes for subjects where you might find it useful to write some software. These have different goals, it wouldn't make sense to teach say, OCaml as the only language but it's entirely reasonable as a first language.
The parity excuse is always trotted out, but notice that nobody actually does parity. That US law doesn't deliver the same thing as the existing EU law, it just increases all the US limits with "parity" offered as justification.
That's on purpose to allow the same parties (if not called out by the public) to run to the EU to demand more "parity" increasing the EU limits too. Back and forth forever.
DACs are very cheap. The BOM gap between "This DAC barely works" and "It won't sound any better if we spend more" for a headphone DAC is probably a dollar or so. This isn't some 1980s analogue technology where we need to spring for the best materials to get good results, and the components needed are all readily available from many suppliers today.
So at least your credit card issuer (presumably) actually has a working fraud department.
In the private sector, fraud detection is often heuristic based. So this was probably flagged because you didn't buy German railway tickets in the recent past and maybe even you didn't buy anything else in or near Germany.
I remember years ago getting a decline on a credit card transaction to pay for one of my ISPs, and then hours later a phone call. My bank apparently didn't understand (yet, this is years ago) that ISPs are like, not necessarily physically nearby and so since the ISP is on another continent and I had no other nearby transactions it was flagged as likely fraud.
