Isn't this the technique used in Black-n-White Newspapers. I used to help compose Newspaper layouts in the early 90s, and dithering of images were done for similar reasoning -- printing flat colors are bad, so dither them.


There’s a difference between dithering and halftoning, although with some techniques the results can end up similar.


In particular the ordered dither can look very similar to halftoning, because it results in varying size dots.
