Complexity isn’t really the thing either. I’ve heard a ton of terrible but technical songs. Often the coolest songs are remarkably simple, yet manage to do something that feels new. A modern example:

Its interesting the listeners context and opinion which informs this. For example I feel like the song you posted does not sound new at all, but more like the new wave post punk music of the 70s such as people like Adam and the Ants.
