Yeah, this isn't HTTP v HTTPS, it's HTTP vs SPDY. It also doesn't seem to address if the servers cache, and that subsequent requests may be faster than the first.

No caching, and it's definitely http vs spdy, however, it's a global security initiative to get more people to encrypt.
